The Downtown LA Streetcar project is being managed by a team led by the Los Angeles Department of Transportation (LADOT) and Bureau of Engineering (LABOE).


City of Los Angeles, Department of Transportation


The City's Department of Transportation (LADOT) is responsible for the oversight of the Project, including planning and development. LADOT would be the grant recipient involved in construction oversight and operation of the system once constructed. LADOT has the technical capacity to successfully administer the Small Starts grant, and LADOT's Transit Bureau has been an FTA recipient for over 10 years. The City has managed over $150 million in FTA funds primarily for vehicle purchases. The City is a direct 5307 and 5309 recipient and has full legal authority and capacity to accept and spend FTA funds, with adequate financial systems in place.

The City's Bureau of Engineering (LABOE) will be responsible for the program management, design and construction of the project and is the lead agency department under the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA).

Los Angeles Streetcar, Inc.

Los Angeles Streetcar, Inc. (LASI) is a non-profit organization established by Downtown property owners, businesses, and community stakeholders for the purpose of restoring historic streetcar service in Downtown Los Angeles. In addition to sponsoring a special tax measure (CFD) that will help fund the Project, LASI manages project funds from the former Community Redevelopment Agency and is assisting the City with public outreach and project development.

The US Department of Transportation's Federal Transit Administration is providing oversight and review for the project.

Los Angeles County Metropolitan Transportation Authority (Metro)


Los Angeles County Metropolitan Transportation Authority (Metro) is contracted by the City to assist with the preparation of environmental documents and other studies in support of a Small Starts funding request.
